Property Tax Reform:
Janice believes that the way to reduce property
taxes (without raising income taxes) is
to examine both the expense side and the
revenue side of the equation. She will not
make "hollow" promises of decreasing
taxes by fixed percentages like the incumbents.
She is an advocate of better government,
not bigger government. On the expense side,
she supports strict auditing on a continuous
basis of all state and local expenses. On
the revenue side, she will work to increase
the revenue of the state by growing business
opportunities because that will truly allow
New Jersey to Prosper. She recognizes that
good governing is not about whether it is
a Democrat idea or Republican idea; it matters
whether it is the best idea.
Stem Cell Research:
Janice believes that we need to invest in
the potential of our future by funding the
expansion of stem cell research. She supports
efforts to make New Jersey a leader in Stem
Cell Research. The potential for both long
term and short term healthcare benefits
along with the possible economic benefits
of business that can locate in the state
and people who can relocate here to work
far outweigh the upfront investment we need
to make. Janice believes we owe it to that
family member with Parkinson’s, or
the friend with Alzheimer’s to see
if there is a possibility they could have
a better way of living.
Education:
Janice is an advocate of public school education.
She will work to continue to improve public
school education for all districts. New
Jersey must increase the amount of money
it gives to local school districts. This
is necessary in order to attract and retain
quality teachers, reduce class size and
provide the necessary programs so that our
children will be well prepared to compete
in the highly competitive global marketplace.
It’s Janice’s belief that our
schools should be educating our children
to enable them to become leaders in business,
science, technology and the creative arts.
State Transportation:
Janice does not support a gasoline tax increase.
She thinks we must make sure that every
cent collected from the current gasoline
tax be dedicated to the Transportation Trust
Fund and not be diverted to the general
fund. Also, she believes that 100 percent
of federal Highway Trust Fund dollars to
New Jersey must be dedicated to this fund
and not diverted to other purposes. She’s
a supporter of the highway bill currently
pending before the U.S. Senate that would
boost spending for the six-year highway
and mass transit bill by $11 billion over
the $284 billion passed by the House of
Representatives last March. This bill will
increase the flow of money into the highway
trust fund without adding to the federal
deficit or raising the 18.4-cents-a-gallon
federal gasoline tax.
The Cost of State Pensions:
Janice supports Governor Codey’s executive
order creating a Benefits Review Task Force
to address the state’s escalating
cost of benefit programs. His appointment
of the task force of real working people-
all with distinguished careers and experience
in the areas of employee benefits, pensions,
management, finance and economics, is a
first step in the right direction in dealing
with the rising costs of employee benefits
to state employees. The creation of this
task force is also consistent with her platform
of coalition building. She supports the
creation of citizens’ advisory boards
to address difficult issues like this one.
Shared Services:
If elected to the assembly Janice will work
to offer financial incentives to create
shared services at the local level. She
supports programs like, SHARE, or Sharing
Available Resources Efficiently, which provides
grant money to local governments and nonprofit
organizations that want to consolidate services
for its residents. Municipalities, counties
and fire or other special districts are
eligible for SHARE Grants, as well as nonprofit
organizations that provide regional coordination
of shared services. If we truly want to
save money, we must examine the possibilities
to combine our efforts in certain non-essential
areas.
